Because they're Decepticons? The war is over. And I know - I know - that not participating gives me a different view, but as an observant third party I find that generalizations of both sides serve to harm rather than help. Not every Decepticon is the same, just like there's all different sorts of Autobots.

I like to think that they all deserve a chance to prove that they're more than whatever you think of them. If Megatron got that chance, then the ones here should have that, too.
